Spätestens seit Giorgio Agambens großartiger Rekonstruktion des Herrschaftsgedankens aus der Theologie der frühen Kirchenväter hat sich herumgesprochen, dass Herrschaft eine durchaus symmetrische Angelegenheit ist. Sie kontrolliert die Machthaber mindestens ebenso wie sie von diesen ausgeübt wird. Die Herrlichkeit der Herrschaft ist nicht nur ein Blendwerk, das die Herrscher aufbauen, um die Untertanen zu betäuben, sondern auch eine Verpflichtung, die die Herrscher den Kopf kosten kann, wenn sie gegen sie verstoßen. Deswegen ist Herrschaft nicht Herrschaft des Systems, sondern Herrschaft im System. Jede Macht, die in einem System ausgeübt wird, muss eine Herrschaft bedienen, die mindestens so sehr den Untertanen wie den Herrschern dient. Macht wird kybernetisch. Die Konsequenzen dieses Gedankens für eine Gesellschaftstheorie von Macht und Herrschaft liegen auf der Hand. Wir brauchen nicht nur eine Kritik der Macht und der Herrschaft, die mindestens so theologisch ist wie deren Ausübung, sondern wir brauchen auch einen positiven Begriff von Macht und Herrschaft, die in der Lage sind zu beschreiben, wie beides aufgebaut, ausgeübt und kontrolliert wird. Und dies gilt nicht nur für unser Verständnis von Politik, sondern auch für Macht und Herrschaft in der Familie, in Unternehmen, in Behörden, ja vielleicht sogar in Situationen offener Geselligkeit wie auf der Party, auf einem Fest, in der Kneipe um die Ecke. Herrschaft ist dann herrlich, wenn sie sicherstellt, dass eine Situation im Einklang mit allen ihren strukturellen und kulturellen Bedingungen ist. In Frage steht, ob dies ein zynischer oder ein pragmatischer Begriff von Macht und Herrschaft ist. Immerhin kann man jetzt verstehen, dass die Kritiker von Macht und Herrschaft an dieser mindestens ebenso interessiert sind wie die Machthaber. In Frage steht, wie diagnostisch zwei so pathetische Begriffe wie die der Macht und der Herrschaft sein können. Versuchen wir, beide Begriffe als Einstiege in Formen der Selbstorganisation von Gesellschaft zu nutzen.

Artur Żmijewski and Joanna Warsza, as guest editors of the March issue of Camera Austria International, preface their editorial with these questions. But how does this political approach mesh with the interests and objectives of a magazine project devoted to discourse on photography’s role between art and mass medium, between aesthetics and social practice, between document and discourse, politics and imagery?

Perhaps by means of the concept of the political, which signifies interest in a debate (articulated from different sides) about what politics may actually mean or about which conditions might even foster opportunities for the political to evolve. Thus a joint discursive territory manifests, one that is steadily permeated by competing and mutually excluding regimes of visibility or by politics of space and corpora, one that is thus characterised by a conflict revolving around the configurations of togetherness. So the political is not to be sought only in specific topics but rather in the controversy itself, which in end effect puts up for renegotiation the conceptual and creative latitude and the boundaries (or potentials?) presented by the actual operating system of art.
